Apps Android Thing App

I run a small business with 10-15 employees. Some employees works full-time, some on shifts and others works on hourly basis. The manager keeps track of employees (who works on shifts and hourly basis) schedule in an excel file. I would like to make an app that manager could use to manage the employees schedule.

The challenge here is that I don't want this app to work on a mobile phone or on web browser. Instead I would like it to work on a custom made tablet that I could get from chinese market for less than 100 bucks.

I did some research and found that Google's android things could do this. To prototype this project, I would like to have a basic scheduler working on Raspberry Pi 3 Model B. Can someone direct me with few things?

1. Is Android Things right thing to do?
2. How should I get started with the prototype?
3. Where can I find android developer who could help me with prototyping?

Initial costs could actually be quite expensive for that, with things like tooling, unless you're planning to get maybe 1,000 or more of these custom tablets made. Try some of the B2B sites like:
