is there a way to change the stock 4.2.1 notifications bar (when you swipe from the top) to instantly show the power toggles like in MIUI V5

There are power toggle widgets in the Play store.

Stock toggles differ from brand to brand, but generally, you can only use the ones provided by the manufacturer, or add a second line of 3rd party toggles unless you root and change ROMs
