The Android Telecom framework is responsible for managing calls on an Android device.
What this means is that if the phone is on and has an active SIM card, I would expect this service to be running and would show up in the logs anytime anything call related happens. It doesn't need to be a phone call, perhaps it's just a jump from one cell tower to the next, but without the phone wouldn't be able to make or receive calls.
