When you swipe up to get to google now, you want change that? Can't you swipe down to access quick memo?

When you swipe down to access your notification panel there isn't a quick memo toggle? Alternatively, you can install a different launcher that is much more customizable. I recommend Apex.

Aha in status bar, yes it's quick memo
But In swipe up is faster....
