Well variations on system settings of embeling it on your app, it should work if you have it emble, not disemble.
Take it to your carrier and complain

When my phone rings nothing changes no white circle appears and no answer or reject option appears

That is really strange for us to take care of, even though we are highly intelligent, best to go to your carrier in town, and just head up there.
Is this with the phone screen turned off, the phone on the lock screen, or with the screen unlocked and sitting at your home screen?
Try testing under each of those scenarios to see if the behavior changes at all.
