I don't have the necessity (or the money) to pay for a $90+/month phone bill but I would love an Android device for mp3's/videos/all the apps like apple does with the touch

Buy an unlocked mid-range/low-end Android phone. Don't put a sim card in. Use it as an mp3 player.
