There's no app that I could find, but there are other things that can do it, some scanners can scan in a piece of paper and turn any printed text it sees into editable text, I think into a pdf, but perhaps other types too.

Yes PDF is certainly the best way to distribute documents. Just about every computer has a PDF reader, same with just about all e-readers. It's pretty much the defacto standard.
