Any way to embed apps into a desktop page or a widget?

I'm trying to set up a better smarthome controller tablet. I have a few apps that I'd like to embed to desktop pages somehow so that instead of opening them and closing them, a user could just swipe left and right to get to them (like my camera system, or other things that could be immediately viewable).
Is there anything like that out there? Anyone know of maybe a launcher or a widget capable of such a thing?
 
The only thing I can come up with is using Nova launcher, and locking the desktop in it's settings. You can lock your shortcuts and widgets, but I'm not sure if you can swipe to open full apps.
 
"Gestures" are only available on Nova Launcher Prime but I've never used them.
