Any worldwide music store?

Is there any online music store which will let me buy music regardless of my location. I'm from India, the only way to buy music here is from the stores (getting entire albums) or downloading from one hungama.com which is insanely cheap but has really low bitrates, 128kbps.

Are the Russian sites which claim to sell music for $0.15 a track worldwide legal?

If not, any other option?

(As you might be aware, iTunes, Amazon, Napster arent available in India, iTunes actually disables the iTunes music store tab once you enter India as the location )

I doubt it. Most music labels negotiate different deals in different countries unfortunately.
