Apps Anyone got "New version of Android Market Developer Distribution Agreement"?

I registered with Google and paid $25 fee. A few weeks later I received this email from Google: "New version of Android Market Developer Distribution Agreement..." with this link http://market.android.com/publish/ddaUpdate When I click on it, no new agreement but asking for the $25 fee again. Is google trying to modify the agreement every few monthes and force everyone to pay up repeatedly?

I didn't have to pay again? I would contact them and see what's wrong.
