It really depends,
I bought my wife a brand new T-Mobile note 2 from Walmart tried taking to a metro store and was told it had to be unlocked before they would touch it. So found a guy to unlock and then the store put in a sim card and pressed some buttons and it was on metro pcs. A lot of folks on here have said they did not have to.
So get the phone also stop at a metro store buy the sim card take it home and try it, post back if it worked or not.

Hulk can chime in on this but I'm pretty sure they won't sell you the SIM without activating it. If you want to do it yourself, order online.
My sony xperia TL and atrix hd had to be unlocked, my mytouch 4G slide and blaze 4G was good to go
because they were ATT, the other two are t-mobile, so if t-mobile, no unlock needed
