anyone here work for Verizon? lost/found phone

a friend lost his phone 2 months ago, received a new phone from Asurion. a few days ago he recived the phone back by someone that found it apparently. he charged it up and it seems to work fine. would Verizon reactivate it for him so he could sell it to me or is the phone basically a brick and he should just sell it off for parts?

He is legally and contractually required to return it to asurion. To mot do so constitutes insurance fraud.

The phone is not a brick. It is just black listed until asurion gets it.
