Anyone know when paid apps come out?

Some of the free apps are nice, but none wow me. And there is a lot of garbage in the market. When do paid (and probably better) apps come out?

Also do any of the apps go under review first? Judging by the comments on some, some are useless and even harmful.

Paid apps should be available in the Market in March 2009. Nothing about submission process (reviewing and stuff) yet..
