So I Am Currently On Vacation In Mexico And There Is No Wifi Near Me, But There Is Signal. Im Currently On Verizon's GoUnlimited Plan Which Gives Unlimited Highspeed Data In The U.S. But In Other Countries You Get Throttled to 600kbps After Using 512Mb That Day. Highspeed Then Comes Back On at Midnight Eastern Standard.

Is There Anyway I Can Have Unlimited High Speed Data While In Mexico With No High Speed Data Cap Per Day On It? I Do Not Have Root

Just as an aside, while there's a misguided impression that continues to be spread as far as rooting being a magical fix for everything, in reality it's something that's limited to how you interact with your device. So whether your device is rooted or not isn't necessarily going to allow you free, unfettered access to cellular connectivity. Limitations to online access is being done by the carrier and your cellular account with them, not by any kind of governing filter in your device.

And this isn't going to help you in your current situation but if a) your phone is supported and b) you travel a lot outside the U.S. you might want to switch from Verizon to Google Fi.

It's the carrier network counting(metering) the number of bytes you use. Absolutely no way to bypass that.
