I'm trying to install an APK file but its not installing. It would be set to install but then just say "Not Installed". I had no problems installing apk files on my Note 4. Any idea?

If it's a system app and you don't have root, it won't install. It will also fail to install if the app is already installed and the version you're trying to install is an older version.
