App for IVR/PBX functions on cellphone

Greetings

I'm looking for an app which will work as a IVR system or a small PBX switchboard on my phone

I need to set up my phone, so if someone call me outside working hours they should be meet with a message and a option. e.g: "You have reach xx outside working hours, press (1) be transferred to the agent on duty or press (2) to leave a message"

I need it to work offline, as i might be out traveling and if its abroad the roaming fee can be extreme.

Any apps you guys can recommend?

I'm pretty sure this has been asked a few times before and it's not possible.

You might be able to set up Tasker to auto answer after X amount of rings, then have it play an audio over the phones speaker with the message of your choice, but any form of caller interaction is more than likely impossible.

They are older links but when I search, I can't find anything to suggest things have changed.
