App locker that locks settings but allows Bluetooth access?

General settings need to be locked to prevent the circumvention of the app lockers, but my workers need to access Bluetooth, and in order to access Bluetooth the general settings need to be unlocked (at least with the app lockers I've tried).

Is there an app locker available that locks or allows individual settings? Or do all of them allow/lock all settings together?
