I'm looking for a good app permission manager for disabling programs from auto starting on phone reboot and not auto starting again. I tried some but the changes are reverting back after i close the app or restart the phone.

Are you rooted? I remember an app called AutoStarts which allowed you to control the circumstances under which apps would automatically start, but that definitely required root to work.

Which Autostarts? The one in Google Play that is made by Michael Elsd
 
The one with a car icon it says i have not root permission or access to disable
the app when i try to disable an app and when i close AutoStarts and restart,
a white line is on top of the app that i tried to disable before like it seems to be
disabled. Is it trully disabled or not?
The other made by HzSoftware it hangs.

The only one I'd used had a car icon.

Not used it for a couple of years, so can't recall the options precisely - I remember there were a lot of them, but most seemed fairly clear what they did. If you want to stop an app autostarting in any circumstances then turn off everything you can see for it, but remember that this might interfere with its normal function (to make up an extreme example, don't stop the phone app starting when there's an incoming call!).
