App reviews on Google Playstore

I had thought reviews were being blocked when I gave a low rating to an app but I was trying to post a review/comment for Google Maps with a high rating and after editing the text for a bit once again the "OK" button to post the review greyed out and only "cancel" remains. It's quite frustrating to be unable to give one's feedback, whether plus or minus. Has anyone any idea what could be the issue?
I'm on Google's own Nexus 4 phone.
 
I see from ... productforums.Google.com ... there are major issues with Google Play since an update to Google Play. Developers and users both are angry with the functionality stripped out when the graphics were prettied up. No one has mentioned my speciftowering, not being able to post a review, though from these knowledgeable remarks, user reviews have become so unmanageable, it's not likely anyone would ever find or read any review I managed to post.
It's disturbing to read of Google's becoming much like Apple (the Big Brother many seem to regard as their BFF) in its towering impenetrability and the foisting of ever-dumber user interfaces on their captive users.

Honestly they changed the reviews because people were spamming and harassing the devs and shady devs were hiring spammers to post fake reviews.

IMHO it's a GOOD thing (for the respectable devs at least). Though I can understand why some users are frustrated with the lack of anonymity. If you just rate though, it wont post your name or anything -- only if you leave a comment.

I was able to update a review just now for an old chess app without a problem, but I have a G+ page.
 
I agree with the comment that we should have a user name like Amazon. I still leave reviews, though I was trying to leave one just now and wasn't able to. I will try tomorrow, but is anyone else experiencing this?
 
I don't know why Google doesn't allow a "one account, one pseudonym" policy like Amazon does. That way users could maintain their anonymity as far as not displaying their real name publicly, yet Google would have their real info in its records. On Amazon, your public username can be your real name--if you choose that--or it can be a made up name, like here on these forums. So when you write a review, the public sees your username, but Amazon has your real info in your account. Google could do exactly the same thing. (And, of course, I realize that NONE of this means people can't make fake accounts, whether it's Amazon, Google, or anywhere else.)
