App that when is open copies text automatically after selection

Hello,
A common scenario for many people is that they have a dictionary that when they select a text and then tap copy, the definition pops up in a floating window. I have the same scenario and I want an application in which when is open and active, It copies every text user selects, automatically to clipboard, this way user can tap text once and definition comes in front of him/her. Like iBooks in ios.
This app would be very simple But Vital for most foreigners.

Is it possible at all? If yes, Should the program be built specifically for each application (XReader, Xbrowser, XApp) or it is Global and works every where a text appears?
