App to block Switzerland

Next June it will cost 0 EUR to roam in EU if you have 0 EUR at home.
I will be spending time in Italy near the Swiss border and using live services. How do I stop the Android device from contecting to Swiss 3G/4G? Is there an app to block a country?

Is it because Switzerland isn't in the EU, you'll get stiffed for data roaming charges if your phone connects to Swiss networks rather than Italian ones.

I know you can turn international data roaming on or off, but never heard about excluding a specific country. However I'm sure most phones you can set it to only use one nominated roaming network. Manual network selection rather than automatic, so it won't even try to connect to other foreign networks. Those are often partner networks with your carrier in your home country.
