app to change mp3 bitrate

Does anyone know of an android app that can change the bitrate of an mp3 to something low?

I want to be able to take a snippet of a song and use it in an mms, so i need to make the mp3 file quite small.

I have had a look on the market but can't find anything like that. Any ideas?

Normally, media conversions are best to do on PC, because they require proper processing power.
Anyway, I haven't see any proper app that can do customized conversion between audio formats.

However, there is a way to do that using just the phone.

Thanks Usta. That sounds like a workable solution. I guess I can stop scouring the market for one, if no such app exits. It's a shame, I have a galaxy s2 and reckon it could have handled it.

To change MP3 bitrate, it is suggested that you do it using the desktop tool or online tool. I have ever tried it on my Huawei P30. It can't practice well.
