App to turn on Airplane mode, then turn on Hotspot

Is it possible to write an app that does this:

- Turn on airplane mode.
- Turn on Hotspot.

I used widget that did this on previous version of Android.
Many of these stopped working - because of security enhancements or changes in Android.

Would this be possible?
Would this be possible in a rooted device?
Or maybe... is it possible in earlier versions of Android??

It's simple... but I really really need this functionality!
