I don't know much about the old Windows situation. I do know that years ago while the G1 was being released and OpenMoko was being discussed, a friend of mine on vacation accessed my home wifi, made a free Skype call to China and opened a Windows document on his phone.
Two and a half years ago we had threads here left and right complaining about what Android wouldn't do yet that Windows devices could.
I understand that it left a lot to be desired and why it failed.
But it seemed decent to me at the time, providing decent capabilities.
Whether BB or Symbian were better or not isn't much the point, I think, because it did take Android a bit of time to surpass Windows in market share.
I could be wrong though.
