Great idea. I just searched Appbrain and there are several: Magnify for Android | AppBrain.com My eyes will need to try it!
Nothing for the totally blind, although you'd think some sort of touch/vibration could be worked out.

I would hate to say this here... but Windows Phone 7 works best I think for those who are visioned impaired insofar as the basic interface is concerned.
Okay... well I said it. Bring it on. Have had my share of online beatings. But it is why I got a Desire HD. I wear glasses. Am near sighted, the "big" screen allows me to keep phone further from my face so I do not have to remove my glasses when I use my phone. Having just 8 big icons (Live tiles) works well too. The rest of the WP7 interface is pretty much designed the same with big fonts, big buttons...
