Help Apps not installing

Hi, just bought a samsung tab 3 10.1 today. I already have the S3 mini.

When logging into my googleaccount when setting up the tablet all my apps (all free) are not installing. I'm getting the error
"App XX cannot be installed error 403"

Please can someone help. I thought this would be easy as already have an android device.

Hi there. Yes I'm connected to wifi.

I've seen this same error on my phone if I lose connection to the wifi but on the tablet it is definitely connected.
 
OK this is tricky . you need to go into the airplane mode just stop the phone data from working doing this by selection of airplane mode . now back out to the main screen . select the manage apps go to all apps scroll down to Google playstore . when you selected the playstore clear the app data and app cache but clear the cache first and then data. Back to main screen pull down the status bar and you want to enable the WiFi . yes just select the WiFi go to the app draw and select the googleplay store open up select the menu to bring up playstore settings you want to select the one that say UPDATE OVER WIFI.this will be the last settings . go back out and the phone will say error . just power off phone for 10 minutes with the airplane mode still on and the WiFi is still on . when your ten minutes is up power on the phone . the WiFi will be the only thing running and the playstore should update . if not repeat the above . post back with results
 
Thanks for your reply. What do you mean by going into manage apps? Do you mean go into settings or do you mean go into the apps manager? I've tried both but can't see a way to 'go to all apps and to scroll down to google playstore'.
 
app draw is where all your apps are. the icon that looks like a lot of little squares in one big one (it says apps below it)
 
Hi again. When I go into apps there is no Google play store.
When I go into googleplay store from my main menu then into settin there is no option to update over wifi. There are three sections under settings: general, user controls and about
 
Hi just to let you know it is now letting me install apps. Not sure why as I didn't manage to complete all the steps above. Thanks for your help
