Apps which give true power level for extended batteries?

Not sure what your question is..

power level is the same for extended batteries and OEM batteries. They just last longer so ideally, the percentage will decline at a slower rate. But the max capacity is still 100% no matter what battery you have.

Maybe true for some devices but not most Motorola phones. The software is not designed to measure an extended battery so it will indicate 5% left when in reality the extended battery is 50%...
 
Battery Monitor Widget Pro will do this if your device properly reports the current consumption. Some devices don't; for those, BMW Pro estimates the current consumption. Recent updates to this software make the estimates much more reliable than in the past.

Either way, the software lets you enter the battery capacity, and uses that figure, combined with the battery voltage & current data (measured or estimated), to figure out the battery level & provide an estimate of how much longer your device will run.

As far as what the device reports to you, there may be ways to recalibrate the device to your extended battery; a forum dedicated to your specific device may provide the answer.
 
On my atrix, last time I flashed a rom, I meade sure It was at 100% charge then left it an hour. Went into recovery mode and wiped the battery stats (you can do that with a battery calibration software as well). Then useed the phone as normal and let the battery fully drain until the phone shut down by itself, then re-charged too 100% and then some minutes, now I can remove it from charger whenever I want and the reading is pretty accurate.
