Why can't I download viber, whatsapp and skypes on my Android 4.0.3 tablet?
 
Those apps should all work on ICS/4.0.3.
It could depend on what tablet you have. If it's not a mainstream brand like Samsung, Sony, Motorola, HTC; or if it's a Chinese one, you may have problems with the Play Store.
