Every time I download an app it says launcher failed with a okay button.
But when you press OK it clears but immediately comes back preventing you from operating the home screen. The only way to clear it is to restart the tablet.

Any ideas

Sounds like you have an issue with the launcher. Often clearing data & cache will clear it up. Settings | Apps | All | Launcher (name may vary depending on your skin but it will have launcher in the name) and you shoudl see the options to clear data & cache.
