aqua mode on samsung active

aqua mode feature not displayed on aqua mode. samsung s4 active. att. brand new (hours old)

From videos I have reviewed, it looks like the Aqua mode should be turned on; I'm assuming you have done that. However, it doesn't look like the word "Aqua" appears until the phone is submerged in water. Have you seen the word AQUA blink after following the above directions?
