Are chromebooks 100% compatible with android apps?

If I get a touch screen chromebook that states is compatible with android apps, can I expect 100% compatibility, or a lower percentage?

Well its going to be less... and not even every phone will run every android app.......
My Android Tablet won't run phone dialer apps etc.. as it doesn't have a sim card.

(some have specific requirements, or are manufacturer specific).

Thanks, a while ago was considering of getting a chrome notebook, something small, so i can watch my shows et all before my phone crashed.
