I jailbroke my first gen iPod Touch and it has something called "Lockdown" in Cydia and I was wondering if there's something similar to it. Basically, "Lockdown" requires a password for every app you specify. If there isn't an app, are there any restrictions on development that won't allow applications like this to work? If anyone makes this app (or if there's one out right now), I'd be willing to pay $2, maybe even up to $5, to have something like this.

I haven't seen an app like this on Android but this sort of app would require a ROOTed phone.
You could always ask in the Request section and maybe a dev would see this and be kind enough to develop it
