Are these apps normal!?

I've noticed since the last update my phone's been dying a lot faster ive completely wiped it searched all this random stuff I can't seem to find a good place I came across this site and decided to check it any and all help would be awesome I wonder if it's because I turned on developer mode or if I do have a virus or something I don't want to use the term hacked lol

Ddvelopers options should not affect battery life, unless you changed something like the amount of logging- and even then it would probably be minimal.

And there are no viruses on Android.
Malware is possible, but rare.

Anyway, since you have activated developers options, check the running services.

My guess is that Google Play Services or the like is using a ton of memory.

That it does but the crazy weird thing is that my battery only drains really bad if I'm using mobile data if I'm using my Wi-Fi it doesn't drain

Do you know if there's a way to basically force stop my apps when I hit the close all button? is there a force stop all

mobile data can drain the battery quite quickly IF you're in a marginal reception area and the phone has to ramp up its power to reliably reach the nearest cell tower.
My son has that problem as he lives in an area with very patchy mobile (cell) coverage. It's better now his mobile (cell) operator allows wifi calling.

Depending on your reception situation and environment, like signal strength, phone hunting for cell towers, etc. using mobile data can drain the battery more than using WiFi. You phone shows "5G" in the notification bar. Using 5G data has been reported sometimes can use more power than 3G or 4G.

Those apps shown in your screen captures don't appear to be anything out-of-sorts. There's typically a lot of apps and services that run in the background of our phones that pertain to basic functionality, not just apps we might be actively using at the time. For the most part there's no need to bother with micromanaging your phone, the Android memory management is typically more advanced than we humans think we are.

As for that battery drain issue, as others have stated it could simply be a matter where you're just within the effective range of the cellular service from your chosen carrier. In the first screen cap you posted, the cellular service icon in the upper right does indicate a low number of bars. Is that typical for where you're located or were you previously seeing more bars in that icon? You might want to try installing something like this Opensignal app:

You can use it to do a speed/connectivity test on your cellular service, and it includes a map (you need to enable Location too) of the signal strength coverage and location of your carrier's cellular towers/access points.
Have you just recently changed your location (moved to a different home or into a different room in your house)? Or any new construction nearby? (i.e. a building or structure between you and the closest cellular tower).
