If you have 2.1 get the live wallpaper earthrot. It doesn't have the sun as of yet, but if you write the developer I am sure he would add it. Then you would have one up on that app cause its on the home page. And yes you can control the rotation.
I went ahead and emailed the earthrot developers and they are taking a deeper look at it. These guys work quick so I would be surprised if an update was out in a few weeks. They have a page on xda if you want to follow along. Anyway hope that helps.
I've just released an app called Solaris - it displays ultraviolet Sun imagery from STEREO spacecraft on a 3D sphere, not unlike iphone's 3D Sun. Solaris is very much "beta" but more features are coming. You can freely download it at the market.
