Doubtful as HSPA+ is not on the same level as LTE (which AT&T is rumored to start deploying later this year). It is an upgrade over HSPA (3G) but not as much so as LTE. Think of it as 3G+.
BTW, why are you posting this in the Thunderbolt forum? It's a Verizon phone and this forum would seem to have nothing to do with your question. It would be better to post it in either the AT&T forum or in a phone forum that is on/ going ot AT&T.
