AT&T has an LTE network running right now in Chicago, San Antonio, Dallas, Atlanta, Houston but only for internal testing. Its supposed to go live in August and the first device will be a USB modem.

The interesting part is that they plan to use 700mhz (like Verizon) and 1700/2100 AWS just like Metro does currently

AT&T plans to deliver 4G LTE over 700 MHz, as well as 1700/2100 MHz AWS spectrum, which enables strong coverage and excellent capacity.

This means that potentially an AT&T phone could LTE roam onto Verizon and Metro OR a Metro phone could roam onto AT&T

Now the question is, will they enable such a thing?

Will ATT's network be compatible with my samsung induldge, to switch services. It supports cdma:800/1900, 1700/2100 aws lte 1700/2100, 1900 pcs

AT&T would never sign a roaming agreement with Metro for their LTE network, unfortunately. Why give Metro such an advantage, when they're positioned (with a leg up) to take subscribers away from AT&T?

Don't get your hopes up, AT&T voice network is GSM, their phones don't work on CDMA
