att or tmob mvnos'

In general, are all att/ tmob mvnos basically the same? I mean on their voice and data qualities (Customer service, plan, price, etc...are NOT included please..)?
 
AT%T definitely has the better network as far as signal strength and greater coverage area. T-mobile isn't bad by any means, but its definitely behind others like Verizon and at&t.
