Att wifi false connect screen

This is for a galaxy s6 on verizon. I am getting a pop-up screen through Chrome Everytime I am in a random app. It's an att wifi connection screen to complete connecting.

The crazy thing is I am nowhere near an att hotspot and nowhere near the specific one that it's for which is a local mall. This happens with wifi on and off.

I have deleted all of the saved wifi networks especially the att one.

I have cleared history in chrome.

But still have the problem. What else can I do?

Maybe searching through your apps and service for something called captive portal and clearing the cache. Some devices have the captive portal in services or apps
