Augmented reality app like 3ds

if you haven't seen what a Nintendo 3DS can do with its AR mode here is a quick video

my question is can an android phone do something similar with an app or is there something specific in the 3DS's hardware that allows it to do such cool stuff?
i thought i saw some pictures of a psp using a camera and an AR code to do something similar.
anyone know of any app or anyone developing an app like this?
