So, I've been wanting to play around with different ROMS to get that pure android experience on an old spare phone I have and came to the understanding that my AT&T Galaxy S4 just can't get me there because of the locked bootloader. So I was wondering if an S4 from a different carrier is more flexible since I have seen custom ROMS on S4s. Or brands other than Samsung...? What's the best bang for the buck including new, used, or refurbished?

I hear the Honor 6X is a decent priced phone with amazing features.

As far as root, not exactly sure.
I almost got that device, but decided to go with the Moto G4 Plus as it was compatible with Verizon, and also rootable.
A few bucks more, but so far I love it.

Not much you can do with AT&T S4 i337.
If you want to stay with the S4, look at the T-Mobile version, M919.
