Hello and welcome to AndroidForums.com. Normally they are asking because the baseband version shows the firmware version of the built-in radio, bluetooth, and wifi. Sometimes the newer the version is not always the best if the purchaser is someone who likes to tinker with their phone. Tinkering includes unlocking the bootloader, rooting, and using it on networks that it was not originally designed to work on.
