Basic Android functions disabled on my LG Optimus Extreme?

my wife just picked up an LG Optimus Extreme. It runs on a Net10 monthly account. there seems to be no user forum for this phone so I'm asking here.

it has Android 4.0.3.

my question -- it seems to have some basic Android functions disabled. for example there seems to be no "auto reject" or call blocking. I've read several articles that say you're supposed to be able to into any person in your contacts, hit "options" and set them for auto reject. But I have nothing like that in my options.

i'm sure i can find an app for call blocking... but i'm wondering if there's anything I can do to enable the basic Android functions that seem to be missing.

and why would LG block this feature?

Hi Gary,

Do you know if any of these functions are unavailable from your network provider? Not all network-related features will work on a phone if the network itself doesn't support it.

On my phone (HTC Sensation XE, 4.0.3), I can go to a contact, scroll all the way down to the bottom, and I have some Options - Block caller is listed there, along with a personal ringtone for the contact. Do you have this?
