Battery Dump

I started having odd problems with fast battery drainage and slow charging whether on a 1 amp charger or 2.1 amp charger so in my research I read something about enabling battery dump. Well I can't find any information about what enabling battery dump actually does. Can anyone grace me with their knowledge on this?
 
It's the original battery but I have only had the phone for maybe four months or less. I am rooted but everything else is stock. It happened yesterday out of nowhere. Oh after I routed my phone three weeks ago I noticed that when I reach 100% charge it doesn't do what it used to. This is in direct relation with the root. It stays at 100% unless I unplug it then it may drop five to ten percent in minutes. I know that isn't much detail... I will give more when I can, sorry.
 
I have done a full charge and let the battery run down until the phone shut off then fully charged it again. By wiping stats do you mean clear the system cache via the power button, home button, and volume button on boot? I have meant to do that but haven't yet.
