Is it safe to have a higher mah than the original? Is it ok to use lower? Are external batteries good? Are they instead of or besides the original?

By "external batteries" I assume you mean power-banks, which plug into the phone's USB just iike a charger. Yes, the phone's internal battery must still be present. As for higher capacity, well capacity is proportional to the battery's physical size, and so a larger battery may not physically fit. This all depends on whatever it is device you've actually got there, make and model. Be aware of cheapo batteries usually sold online which claim a high mA capacity, but in fact are not.
 
Actually, this said external battery, not power bank, but maybe that's what they meant. I looked all over just to find that. I would be wary of buying these things online except maybe if it's Amazon, and even then...I wonder if they sell phones. I would almost like to get another Samsung Galaxy S5, despite the problems I've had with it. Should I wait a while longer just in case the new battery magically starts working, or should I take it back now? I still have the old one. Is there any way I can test it myself and not have to rely on what someone else says? By the way, if anybody on here has a (presumably) used S5 for sale, please let me know. I can pay by money order or maybe card, possibly even cash.
 
I know there are battery cases, which is a phone case with a battery built into the back. But these are really power-banks that plug into the phone's USB, and the phone's internal battery must still be present.

BTW I do have a spare Samsung Galaxy S7 I'm not really using, works perfectly,, but I'm in China of course.
 
External battery and power bank are different names for the same thing, a separate rechargeable battery that plugs into the USB port on the phone. They all provide the same voltage and are generally safe although it's best to stick with known brands and avoid the really cheap stuff.
But they won't do anything if your internal battery or related circiutry isn't working.
The S5 is a good phone and still very serviceable, you just got a bad one (and using it with no back didn't help). I'm still using mine after 4 years, sending this post from it right now. And show me a current phone that has a removable battery AND an IR blaster. ;)
If you've tried a new battery with negative results I'd say it's time to give up on that phone.
