Help Battery history shows GPS is always ON even when turned OFF

Recently I noticed that Weather Widget uses most of my battery even though I'm not using one. When I checked the history details, I found out that GPS has been always ON all the time - I don't know for how long already - even though it is turned OFF in my phone's Location Services settings. I tried to force stop Weather Widget and also a factory reset but the problem won't go away. Can you please help me? Thanks.

Either it's a glitch in the graph or it's showing that the radio was on but unused.

Given the nearly flat line for power, it clearly wasn't being used. (Good job on your configuration, your phone sleeps really well when the screen is off.)

Try GSam Battery Monitor, graph icon lower left corner, then go to the Other tab.
See if it's more truthful.
