Help Battery or what?

The phone seems to be having a problem with vibration. It will vibrate on the charger, but not off. The user wants it to vibrate only on calls, not messages. I asked about settings, and she says vibrate is on. She's always been good about keeping phone charged.

Is this a battery issue? What do I need to ask the user?

It was my phone (unlocked European) gave it to user, and she's in the UK. I'd have to wait for any response from her by email.

Is she using any sort of custom notification application like LightFlow? I would like to eliminate this before digging deeper as I have not heard of this issue before.
 
I kinda doubt she has added much to the phone. She did ask me about safe apps and I told her to join here and read. She usually does ask before doing anything. She might have bought a game or two. She never customized when she was on my account although I offered to walk her through some.

I seem to be the customizer in the family.

I didn't have much on it except stuff like Google Sky. I hadn't got around to rooting it. I just deleted the apps I added that she didn't want.

I must have bought the phone in Nov/Dec 2010. She moved in March and took my Nokia C6.
I bought the Galaxy S4G in early April, took the battery out of the Apollo and stashed it.
She decided she liked it better than the Behold II she had, and took the Apollo back to the UK in August 2011. So it hadn't been used that long.
