Samsung Galaxy Note 2

My phone got fully discharged ....Now I am charging it & it has been more that 4 hours but I am unable to switch it back on. I am not even sure if it is charging. Now trying with a different cable to be sure if the cable is not faulty but it might be my battery since it is being drain out quite quickly lately

Can you please tell how long it takes for a fully discharged Note 2 battery to get charged again? And if it is normal to not be able to switch it on during this time?

How old is the battery? If you've had it for a year or more, the battery may be completely dead.

The batteries have circuitry installed to prevent complete discharge (which will kill the batteries) but they only have a reasonable service life of 12-16 months of daily charge/discharge use.

If you completely discharged it and its around that age, I would try using another battery and see if it allows you to power up the Note. You can go by your carrier's retail store and they should allow you to try that. If it powers up with a new battery, then I would just buy the replacement battery and move on. Recycle the old one.
