I have a samsung galaxy tab 3 7 inch, 4.2.2 the screen consumes upto 40% of the battery and it is not that much used, if i turn off the mobile internet the battery % goes up, anyone can help here?
 
The screen is usually the biggest drain in an android device. And the % displayed is the not an absolute measure of power drain, but is telling you what fraction of the power that has been used was used by the screen. Hence if you turn off another significant power drain (mobile internet) the fraction used by the others will of course be larger.

If the device is sleeping well when not in use then most of the power drain will come when the screen is on, in which case it's perfectly reasonably for the screen to be using a large fraction of what power is used. Actually if the screen were only using a small % of the power I'd suspect you had something set up wrong. Really, this doesn't sound at all worrying to me.
