Beautiful Widgets is not a skinning program, it provides widgets including a clock that looks like the one you've pictured, even though I think the one in your picture is the stock HTC Sense flip-clock.

Usually custom icons are released in the market as Theme Packs for 3rd party launchers such as GDE, SweeterHome, aHome, Home++.

Alternatively, they can part of a theme for a custom ROM.

oh ok thank you. it looked like the sense widget but i didnt know since the launcher looked different.

That could be the "Sense flip" skin for Beautiful Widgets.... Not 100% sure though.

The clock at the top is a widget called Fancy Widget. I have it on my Backflip.
