I'm investigating a feature which leverages Android's multi-window / splitscreen feature, but am seeing that it doesn't seem to work while an application on the device is in Kiosk mode. Is this expected, or configurable? Thanks!

I'm not a dev, but AFAIK when an Android device is in kiosk mode, it's locked to running just one app in full-screen, e.g. I've been to museums that use tablets in kiosk mode for guides to their exhibits, where they don't want patrons exiting their museum app and messing things up. So basically kiosk mode means no split-screen or multi-window.
Ordinary users with their own devices, shouldn't usually be using them in kiosk mode.
